摘要
我国中等职业教育免学费资助政策存在学生享受到了免交学费的权利,却没有具体规定学生学习成果的考核验收办法、学生个人不需承担完成规定学习任务的责任、基本不用负担任何成本就能够任意选择学校等权利和义务不平衡的现象。因此,要构建"权力与义务对等的中职学生免学费资助模式",完善免学费管理制度,进一步强调免学费责任主体的权利和义务联系,运用多种手段评价验收学习效果,将经济资助与精神扶持相结合。
The tuition free policy to the secondary vocational education students grants students the right of enjoying free lesson,but the policy have imbalance limitation of without rules of acceptance check of student’s learning,no obligation to student’s class hour,no cost for students to transfer within schools.Thus,it is necessary to construct a financial aid model with equality of rights and obligations for the tuition free policy to the secondary vocational education students,optimize the management system for tuition free policy,further highlight the relation of rights and obligations of liability subject,evaluate and accept students’ learning results through multiple methods,so as to achieve the combination of the financial aid and mental support.
