摘要
在推进全国发展改革试点城镇建设的演进过程中,温州经历了第一批全国发展改革试点城镇的承启、第二批强镇扩权与小城市培育试点的推进和第三批全国发展改革试点的启动三个阶段。一方面,全国发展改革试点城镇建设的导向是建成城市,这有利于构建温州大都市城镇体系;另一方面,行政区划及财政管理制约又十分明显,对试点城镇指导难于得到有效落实。为加快温州推进全国发展改革试点城镇建设,行政区划调整必须与财政管理体制改革相结合,主动结合温州都市型功能区建设,全面落实浙江省小城市培育相关举措,将国家层面政策转化为具体实施方案。
In the process of prompting the construction of national reform pilot city, Wenzhou has experienced three stages of being the first batch of national reform pilot cities, the second batch of expansion of cities and the promotion of small pilot cities, and the start-up of the third batch of national reform pilot cities. On the one hand, the orientation of national reform pilot city is to built cities, which is conducive to the construction of Wenzhou metro- politan urban system. On the other hand, the division of administrative areas and the control of the financial manage- ment is very obvious, which makes it difficult to guide the pilot cities. To speed up the construction of national reform and pilot city in Wenzhou, the adjustment of administrative division must integrate the reform of financial management system, considering the construction of Wenzhou urban functional area, conducting the practice of small cities development of Zhejiang province and transforming the national policy into concrete practice.
