摘要
基于对陕西合阳县110位村干部的问卷调查,围绕如何提高村干部的工作积极性,对新农村建设时期不同激励手段的激励效果进行实证分析。最终发现,提高村干部的工资水平及其兑现率、增加培训进修等学习机会及村干部政治发展机会、有效推行村民民主制度、强化村干部社会声誉以及改善干群关系均能明显提高村干部的工作积极性。未完成任务的惩罚机制会对村干部的工作积极性产生较明显的不利影响,而延长村干部工作期限对村干部的激励效果并不明显。
Based on the survey of 110 village leaders in Heyang County,Shaanxi Province,this paper focused on how to motivate the village leaders' initiative,and conducted an empirical estimation of the effectiveness of the motivators.As a result,this paper finds,improving the salary cashing rate and the current salary level,increasing their training opportunities to he a servant in the administration,improving efficient operation of the democracy mechanism,strengthening the social reputation,improving a constructive relationship between the village leaders and common villagers,can significantly motivate the village leaders' initiative.However,the punishment mechanism has a negative effect on the village leaders' initiative,and prolonging the term of their position does not work significantly.
