摘要
云南"直过民族"是在我国特定历史条件下形成的产物,有其特殊性。虽然经过50多年的发展,各方面取得了较大进步,但其教育事业发展仍然落后。《扶持人口较少民族发展规划》实施后,"直过民族"中受到扶持的民族与未受到扶持的民族在受教育程度、文盲率以及人口文化构成方面发生了根本的变化。为了促进教育公平,笔者建议把全部"直过民族"都纳入规划,并积极制定出台《少数民族教育法》和恢复"直过政策",保障其平等接受教育的权利。
As a product of the special historical period, "the direct transitional nationalities" are unique for their backward education, even if they have made progress in some aspects after over 50 years' development. After implementing Supportive Program for Development of Minority Nation-alities with Small Population, there has been an obvious advancement in education, illiteracy rate reduction and education quality of population among minority nationalities being supported and not. To carry it out better, this paper proposes to support all "direct transitional nationalities" and issue Law of Minority Education to guarantee their equal right of education.
