摘要
新交规充斥着许多罚款规定,虽然对交通违章现象有抑制作用,但也极易助长罚款经济行为,为部门利益的膨胀披上合法外衣。应减少罚款项目,代之以更有效的处罚措施;同时,规范罚款程序,坚决杜绝罚款与考核、奖金挂钩等,斩断部门利益,使新交规真正成为预防和减少交通事故、制止交通违法行为的有效法律武器。
There are many fine clauses in the new traffic regulation, which have restrained traffic violations to some extent, however, it is possible to lead to fine economy behavior and provide the justification for departmental interests. The fine clauses should be reduced, and replaced by more effective punishment means. Meanwhile, the procedures of fine should be standardized, the phenomena that fine is linked to check or bonus should be resolutely eradicated and departmental benefits should be cut off, making the new traffic regula tion become effective legal weapons in preventing and reducing traffic accidents, and stopping traffic violations.
