摘要
政府信息服务绩效评估指标体系构建应遵循目标一致性、可测性、科学性、公众至上性、动态发展性原则,以平衡计分卡方法为分析框架,探究政府信息服务绩效评估指标体系的内部结构,构建一套由社会公众指标、成本效益指标、部门内部管理指标3个一级指标,9个二级指标,38个三级指标组成的政府信息服务绩效评估指标体系,并在应用德尔菲法的基础上结合相关数学计算方法得出绩效评估指标的权重。
Government Information Service Performance Evaluation System tries to explore the internal structure of the performance evaluation index system and construct a new system constituted by indicators of the public, cost-effectiveness indicators and three-level indicators of internal management of departments, which has three one-level indicators, 9 two-level indicators and 38 three-level indicators. All these works may accords to influencing factors of the performance evaluation index system of government information and take the approach of balance score card as analytical framework. Finally, it uses the Delphi Method Combining mathematical calculations to draw the relevant performance indicators to assess the weight and proposes solutions to perfect the performance evaluation index system of government information.
