摘要
进行区域科技实力评价的意义已毋庸置疑 ,但只有采用科学合理的方法进行科技实力评价 ,结果才具有说服力 ,也才能成为制定政策的依据。由于科技系统本身的复杂性、科技指标的不完整性等原因 ,使得国内外现在并没有统一的科技实力评价方法。对国内外已有的科技实力的评价方法进行了归纳总结 ,在此基础上进行了分析评价 。
Only the scientific and rational means is used to evaluate science and technology competitiveness can the result be effective.Because of the complexity of the system and the incompleteness of the indexes, the recognized means has not been found now.Many kinds of means from abroad are introduced and analyzed. Applying new means on evaluation is suggested.
