摘要
耕地问题已越来越引起国人关注。保护耕地不仅是当前人们讨论的热门话题 ,而且已提高到基本国策的高度。从土地制度这一新的视角进行分析 ,我国多年来耕地未能得到有效保护的根源在于土地产权制度的失效。要有效地保护耕地 。
The problem about the farmland has drawn more and more people s attention. To protect farmland is not merely a topic discussed heatedly by the people, but also an aspect attracting the attention of policy makers in the government. To analyze the problem in line with the views on land system, it is not difficult to find out that why the farmland cannot be efficiently protected for years lies in the fact that the property rights of land do not work well. The only solution to this problem is to reform the system for land rights if farmland should be appropriately protected.
