摘要
首先论述我国城市规划实施评估的发展,指出我国现阶段规划评估工作中存在的主要问题;基于公共政策评估的视角,简要介绍国外规划评估的理念和操作方法。以安徽省蚌埠市城市总体规划实施评估为事例,详细阐述该项规划评估的理念、内容和操作方法,进而讨论完善我国规划评估工作的思路。
This paper firstly discusses the general situation of planning evaluation in China, and points out the main shortcomings in present practice. Secondly from the public policy evaluation point of view, the paper introduces the foreign systematic planning evaluation theories and methods. Finally referring to the application of systematic planning evaluation in Bengbu City, the paper describes the details of the concepts, methods and operating approaches of this creative work.
