当代美国教师资格认证制度的改革

摘要 当今教育界,美国的教师资格认证制度不断发展创新取得了令人瞩目的成绩,这与当代的社会背景是分不开的(世界史把1945年第二次世界大战以后称为当代,本文主要讲20世纪80年代以来的社会背景)。社会对优秀教师的需求促使美国政府做出了一系列提高教师质量的教育改革措施,这些基于标准的教育改革措施不但提高了教师质量还形成了美国特色的责任制度"教育绩效责任制",促进了教师专业化的发展。美国的教师资格认证制度就是伴随着这一系列的改革运动,不断吸取改革中的精华部分,相互配合,不断发展的。 In the educational field, the American teacher certification system has made remarkable a-chievements due to its constantly development and innovation. This is inseparable with the contemporary social environment. (The history of the world recognizes the era after 1945, i.e. the second world war as contempo-rary. This article focuses on the social background after 1980s. ). The social demand for good teachers has urged the American government to make a series of education reform measures to improve the quality of the teacher. These standard - based measures has not only improved teachers'quality but also formed the "educa- tion performance responsibility system" with American characteristics, facilitating the development of teachers' specialization. Companying with the series of reform movements, the teachers" qualification certification sys-tem of American has constantly absorbed the essence part of the reforms and cooperated with them to obtain de-velopments.
