摘要
随着国内各地对保障住房建设力度的增加,资金困境现已成为制约国内保障住房发展的瓶颈。文章阐述了国内保障住房融资的现状,分析了中国保障住房困境形成的原因,提出了保障住房走出资金困境的措施包括:(1)在融资阶段:推进金融手段在保障住房融资上的运用,同时不断拓展新的创新融资渠道,从资金源头拓宽融资渠道;(2)在资金运营过程中:配建盈利性商业物业,提高开发商代建积极性,分摊运营过程中资金压力;(3)在建设阶段:一方面加强对融资资金的监管,保证建设资金足额供应,另一方面加强对保障人群的审查监管,提高保障住房的社会公益性。
With the increase of efforts in affordable housing construction throughout the country, financial difficulties have become the bottleneck to limit the development of the domestic affordable housing. This paper expounds the financing status of domestic affordable housing, analyzes the reasons for the financial difficulties in China＇s affordable housing, and puts forward some measures to get away the financial difficulties. They are ： （ 1 ） in the financing stage, to promote the financial instruments on the affordable housing＇ finance, at the same time to develop new and innovative financing channels constantly to broaden the financing channels from the source of funds; （2） in the capitaloperation stage, improving developers＇ enthusiasm with the construction of profitable commercial property, to apportion the financial pressure during the operation funding; （ 3 ） in the construction stage, on the one hand, stre the other ngthening the regulation of financing fund to ensure the full supply of construction funds ; on hand, strengthening the supervision of the protection populations to improve social welfare of affordable housing.
