摘要
精英倡议计划是德国旨在促进大学尖端科研和学术创新,以及增强国际竞争力的重要改革举措。其中,未来构想这条资助主线更是致力于建设世界一流大学。从精英倡议计划的第一阶段到第二阶段,未来构想在内容要求与评审标准方面做出了调整。慕尼黑工业大学在这两个阶段发展与深化了"创业型大学"的未来构想,探索出了将"创业型大学"的建设和尖端科研的发展成功结合的经验。精英倡议计划,尤其是未来构想的评选给德国高等教育体制带来了多方面的影响。
Excellence Initiative aims at promoting top-level scientific research and academic innovation of universities ,improving the quality of German universities, and enhancing their international competitiveness. As the main funding line, Excellence Initiative, focuses on the construction of top-level universities in the world. From the first phase to second phase, the requirements concerning the application content as well as the assessment criteria for Institutional Strategies have been changed. In these two phases, the Technical University of Munich has developed and deepened its Institutional Strategy of ＂The Entrepreneurial University＂ , and successfully explored the way to combine the concept of entrepreneurial university and top-level research promotion.
