摘要
运用文献资料调研、专家访谈、逻辑分析和对比研究等方法,在对国际标准化组织(ISO)、欧洲标准化委员会(CEN)、德国标准化学会(DIN)与我国国家标准化管理委员会(SAC)的运行机制和体育标准化组织建设情况介绍的基础上,对体育标准化技术组织的地位与作用、体育标准化技术组织建设、参与国际体育标准化活动的程度、体育标准化重点领域等方面进行了比较。研究发现,我国体育标准化工作存在标准化技术组织的作用没有完全发挥,体育标准化技术组织体系建设不完善,参与国际标准化活动的程度较低,体育标准化重点领域不明确具体等问题。提出我国应提升体育标准化技术组织在体育标准化工作运行中的地位并充分发挥其作用,与国际相关标准化组织相对应,与我国体育发展需求相适应,发挥专家的主导作用和政府的协调作用,积极参与国际和区域体育标准化活动,细分体育标准化重点领域和提高其专门化水平等战略思路和对策建议。
In this paper, SAC is compared with ISO, CEN and DIN from the status, role and system construction of sports standard technical organization, activity level of participation in international sports standardization, and key field of sports standardization by using the meth- ods of literature review, logical analysis and comparative study. We conclude that there exist the following problems：the sports standard technical organization of China does not fully play the role, the construction of sports standard technical organization is not perfect, and the activi- ty level of participation in international sports standardization is not high, and the key fields of sports standardization are ambiguous. Several suggestions are proposed to solve these prob- lems=sports standard technical organization should play vitally important role in sports stand ardization of our country. The construction of sports standard technical organization should be corresponding to ISO and standard body of developed countries and appropriate to demand of Chinese sports development. The experts and government should fully play the leading and co ordinating roles in developing standard, respectively. The sports technical committees should actively participate in international and regional standardization activities. In addition, the key fields of sports standardization should be further subdivided and improved the specialization.
