摘要
研究系统成熟度评价的一般流程和主要环节,对比分析了"网状"与"树状"两种关键技术分解结构,设计了适用于背景项目的 SRA算法。针对背景项目中关键技术的经费分配决策问题,借鉴了金融领域的投资组合理论,结合军事装备预研经费管理的特点,构建了背景项目的经费投资组合模型,提出了利用系统成熟度评价的背景项目投资组合方法,并通过仿真算例验证了方法的合理性和有效性,为解决装备预研管理的经费分配优化问题提供了依据。
In order to attain the optimizing portfolio of background projects, this article designed a SRA algorithm by researching into the process and critical pieces of system readiness assessment and comparing the technology breakdown structure of network with structure of arboreseence. With referencing to the portfolio theory from finance and integrating the characters of military project funds management, a portfolio method for background projects based on system readiness assessment was presented. The simulation result proves that this method is reasonable and effec- tive, and it is a new management method for advance research and development of equipment.
