摘要
演化性是系统的普遍特性。武器装备体系作为由武器系统组成的“系统”,其发展过程受到国家政治环境、经济环境、科技水平等因素的影响,呈现出进化、退化等演化现象。该文重点研究武器装备体系演化过程的评估方法,提出了基于军事战略目标的体系演化评估指标体系;并通过将以价值为中心的决策分析方法应用到体系演化的整个评估过程中,提高了评估的科学性。
Evolution is a common character of system. As a system composed of weapon systems, armament SOS’s developing process is reflected by a series of factors, such as country political environment, economic environment and technology level, and presents phenomena of anagenesis as well as degradation. The evaluation method of armament SOS’ evolution process is mainly concerned with, and an evaluation target architecture of SOS evolution was proposed based on military strategy target. By using Value-Focused Thinking (VFT), the reliability of the evaluation was enhanced.
