摘要
由于房地产需求和供给与价格关系的紊乱、房地产商品的不可移动性和承载巨量财富的特殊性以及房地产市场的垄断性和信息不对称性等原因,导致了房地产市场的失灵,国内外许多案例都证明了这一点。因此,房地产要去资本化,要把住房定位在民生上,要明确居民住房的政府责任,构建中国特色住房保障体系,做到家家有房住;政府对房地产市场应从购买、出售、持有等三个环节与价格、住房面积、房屋套数、空置时间、交易税收等五个方面进行严格管理。
Such factors as the disordered relation between supply and demand, the nature of immovability and high value of the products, the nature of monopoly and information asymmetry of the real estate market lead to the market failure in this market which can be proofed by many cases at home and abroad. So, to realize the decapitalization in this market, we should clarify the orientation of people's livelihood and government's responsibility to establish a housing guarantee system with Chinese characteristics~ the government should strictly control the market in terms of price, living space, number of,suits, time of non-occupation, transaction tax and such links as purchasing, selling and holding.
