摘要
针对畜产品安全涉及到的多方面、多环节和多层次问题,分析畜产品质量安全管理现状,确定影响畜产品安全的主要因素,指出动物疫病风险预警是公共卫生应急及城市预警应急系统的重要组成部分。提出如何构建畜产品质量安全风险预警框架、形成风险评估及预警决策模型方法。提出采用基于地理信息系统(Geographic information system,GIS)的数字化监控系统,将流行病学数据库、地理图形、非空间应用模型和空间应用模型有机地结合,实现图形和数据资源共享。系统可及时跟踪疾病的蔓延,通过动物疫病流行病学图形分析,可提出适宜的防治措施,达到重大动物疫病预警预报目的。并对解决畜产品质量安全问题提出了建议与对策。
Through the analysis of current situation of animal by-products safety management and factors affecting the safety, it is pointed out that the animal disease risk early warning is an important part of public health early warning. The ways to construct a risk warning framework for quality and safety of animal by-products and to set up a risk assessment and warning decision model were developed. The digital monitoring system, based on geographic information system (GIS) , combines the epidemiological database, geography, non-spatial application model and spatial application model together. The system offers proper disease control measures to realize early warning through tracking the spread of diseases and analy- zing animal disease epidemiological pattern. Some suggestions on risk management of animal by-product are presented.
