摘要
大规模围填海给土地紧缺的沿海地区带来社会、经济效益的同时,也给海洋生态环境带来负面效应.综合考虑围海造地对经济、社会和生态环境三方面的影响,运用比率分析法、市场价值法、成果参照法等,对江苏省4个典型的围填海工程进行了综合效益评价.江苏省围填海工程现有效益在1.03×105～3.00×106万元,约121.3～2 072.0万元/hm2(不考虑生态服务价值损失费用).如考虑围填海造成的海洋生态服务功能价值损失,则江苏省围填海工程综合效益在3.33×104～2.86×106万元,约26.3～1 978.3万元/hm2.其中城镇建设项目的围填海效益明显高于工业建设项目.鉴于目前围填海活动存在盲目围填海造城、围而不建等现象,建议通过征收生态服务价值损失费和提高城镇建设类填海项目的海域使用金征收标准来调控围填海建设,在保障沿海围填海建设需求的同时,减少和避免盲目圈海.
Sea reclamation is the crucial approach to mitigate the land shortage in coastal city, which can bring significant social and economic benefits to coastal areas. Howerver, reclamation would have negative effect on marine ecological environment. Synthetically considering economic, social and environmental influences, the benefits of sea reclamation projects in Jiangsu are evaluated by utilizing ratio analysis method, market value approach, achievements parameter method, etc. The results show that the present benefits of sea reclamation projects in Jiangsu is 1.03 ～ 30.00 billion yuan, and 1. 213～20.72 million yuan/hm2 ,which is not including the ecological service loss. Taking ecological service value loss in consideration,comprehensive benefits of sea reclamation projects decrease to 0. 333 ～ 28. 600 billion ynan, and 0. 263 ～ 19. 783 million yuan/hm2. And the reclamation benefits of urban construction project are obviously higher than the industrial construction project. According to the situation that reclamation projects are driven by interest blindly and given up halfway, it is suggested that ecological service loss fee should be levied and the sea area using fee should be increased to regulate and control reclamation activities.
