摘要
规划主要技术指标的论证与确定是规划的重要技术环节。对黄河流域水土保持规划主要技术指标进行研究,旨在指导黄河流域水土保持规划的编制,使其规范化。在充分协商和论证的基础上,黄河流域水土保持规划(修编)补充了黄河上游和下游的水土流失类型区,界定了全流域的水土流失面积,区分了上、中、下游和各省(区)的水土流失面积,核实了现状治理面积,更新了现状水土保持减沙量,确定了新增治理和巩固提高治理面积,突出重点区域的治理措施和治理规模。
Demonstration and determination of the main technical indicators are of an important technical link of planning. The paper studied the main technical indicators of soil and water conservation planning of the Yellow River for aiming at guiding the planning of the Yellow River water and soil conservation to make its standardization. On the basis of full consultation and demonstration, this plan （revision） replenished the water loss and soil erosion types of the Yellow River＇ s upstream and downstream ; defined soil erosion area of the whole basin ; distinguished the water and soil loss area of the middle and lower reaches of the Yellow River and the provinces （area） ; verified the status quo of management area; updated the present situation of sediment reduction through soil and water conservation; determined the new management and strengthened their manage- ment; highlighted the key areas of management measures and management scale.
