摘要
通过对黄河河口特殊自然、生态、社会、经济条件及河口综合治理在入海流路、防洪、防潮、水资源、生态环境、管理体制、科学研究等方面面临的问题进行系统分析,兼顾黄河下游防洪减淤、河口地区经济社会发展、生态环境保护等多方面需求,提出了基于防洪防潮减灾、水资源利用、生态环境和社会经济可持续发展的河口综合治理思路、治理目标、总体布局与措施。
Through the systematic analysis of the unique natural, ecological, social and economic conditions in the estuary area of the Yellow River and the faced problems and challenges on the esturary comprehensive management such as the flow path to the sea, flood control, tide resistance, water resources, ecological environment, management system and scientific research, combining many requirements of flood control in the Lower Yellow River, local economic society development of the estuary area and ecological environment protection, this paper presented the comprehensive management ideas, management objectives, overall layout and measures based on prevention of flood and tide, water resources utilization, ecologi- cal environment and sustainable social economy development.
