摘要
海河流域河口众多,影响较大的河口有12个,目前,河口地区普遍存在河口淤积影响防洪安全、经济发展和防洪规划矛盾、多部门交叉管理和缺乏综合治理规划等问题。为满足河口防洪功能和经济社会发展布局的要求,迫切需要加快河口综合治理规划的编制,保障海河流域防洪安全,促进流域经济社会可持续发展。
There are many estuaries in Haihe River Basin, 12 of them have large influence. And most of estuaiy regions exist many problems impacting the flood control of the basin and economic development of these estuary regions, such as obstructed flood discharge, unbalance between management and development, lack of integration among the management departments and jurisdictional departments. It is very necessary to implement comprehensive improving planning in the estuary regions, in order to promote their economic sustainable development and ensure the flood control safety.
