摘要
运用产业结构相似性系数这一指标分析成渝地区产业结构问题,用区位熵方差测度区域内工业行业的区际分工程度。分析表明:该区域产业结构存在相当程度的趋同现象,虽然趋同程度存在递减趋势,但区域竞争格局下的相关政策仍为未来的产业过度竞争埋下隐患。从3个不同层面对成渝地区产业同构问题给予正确的认识,在此基础上从"市场拓展型"政府角色定位,加强内生性战略和内生性市场机制的培育、由产业合作向外溢性公共政策合作转变、构建区域合作发展机制实现由行政区经济向城市群带动型区域经济转变以及加强产业集群建设等角度出发,给出相关政策选择。
The problems about the convergence of the industrial structure in Chengdu-Chongqing economic zone are analyzed by its similar coefficient, and the level of regional division of labor is measured by the index of lo- cation quotient square-error （ LQS2 ）. As a result, the industrial structure in this zone is convergent to some ex- tent. Although duplication level tends to gradually decrease, the relevant policies in the pattern of regional competi- tion still pave the way for excessive competition on future industrial. This paper, based on the correct understanding of the problems about the convergence of the industrial structure, proposes the relevant policy options from four as- pects, such as the change of government functions, the shift of cooperative way from industrial cooperation to spillo- ver public policies, the establishment of cooperation and coordination mechanism as well as the reinforcement of constructing industrial clusters.
