摘要
当前各国政府在处理社会权与经济发展关系时陷入了迷茫的两难困境。问题的症结是,片面强调经济发展对社会权的决定作用,忽视或者根本没认识到社会权对经济发展的价值。而走出当前困境的唯一出路是发现并重视社会权对经济发展的价值。社会权作为一种特殊的生产性制度资源或资本必然具有经济发展价值,包括内在价值和外在价值。内在价值是指社会权作为经济发展的构成要素、内生变量可以提高经济效率;外在价值是指社会权为经济发展提供公平有序的制度环境和稳定和谐的精神环境等社会环境。当然,社会权在其经济发展价值转化过程中的积极作用有其合理性限度,社会权不会自动地促进经济发展,而必须具备经济、法治和观念方面的条件。
It is dilemma for governments in different countries to deal with the relationship between social rights and economic development. The crux of the issue is to excessively emphasize the decisive role of eco- nomic development on social right, and ignore or even do not recognize the value of the social right to economic development. Therefore, the only way to get out of the current predicament is to focus on the importance of the value of social right to economic development. Social right, as a special productive system resource or inevita- ble value enjoyed by the capital, includes intrinsic and extrinsic values. The intrinsic value refers to the social right, as one of constitutive elements of economic development and endogenous variables, can improve eco- nomic efficiency; while the extrinsic value refers to the social right has provided a fair and orderly institutional environment and a stable and harmonious social environment for economic development. Certainly, social right has its own reasonable limitations in the conversion process of economic development, which is social right must possesses the conditions of economy, the rule of law and concept rather than promoting the economic de- velopment automatically.
