摘要
白酒塑化剂风波再次凸显我国食品安全监督面临重大难题。现代食品产业产品的"信任品"属性,决定了政府规制以及消费者自我保护都面临难以克服的信息不对。称行业协会对产品质量安全的自我规制可以克服政府与市场的双重失灵,是一种更为有效的规制路径选择。提高产业成员对于声誉机制的认识、建立健全有效的信息披露以及内部惩罚制度,可以有效提高行业协会对产品质量安全自我规制的绩效。
Liquor plasticizer storm in China highlighted the big problem of food safety supervision again. Alcoholic products are typical "credence goods", which determines the situation that government regulations as well as the consumers' self-protection are having difficulty overcoming the information asymmetry towards the product quality and safety. Industry association's self-regulation can overcome the double failure of the government and the market, making a more effective regulatory path selection. Changing the social identity of induslry association, improving the industry members' understanding of the reputation mechanism, establishing a sound and effective system of information disclosure and internal punishment, could effectively improve the performance of the industry association's self-regulation of product quality and safety.
