摘要
完善的民族地区政府绩效评估有利于促进民族地区经济社会的全面协调发展,促进政府施政以人为本。但是,目前民族地区政府绩效评估忽略了民族地区的特殊环境和政府特殊职能,在价值理念、评估目标、评估指标和评估过程等方面存在诸多问题。从分析民族地区政府绩效评估的特殊因素出发,阐释民族地区政府绩效评估的战略框架,并构建民族地区政府绩效评估的指标体系,将对民族地区的政府绩效评估具有参考价值。
Optimizing ethnic regional government performance evaluation is conducive to promoting the overall coordinated development of economy and society, and to promoting people-oriented government administration. However, in current ethnic regional government performance evaluation, special environment and special governmental functions of ethnic minority areas have been ignored. There are many problems in evaluation in terms of values, ideas, goals, indicators and process, This paper, starting from an analysis of the special factors in performance evaluation of ethnic regional governments, expounds on the strategic framework of the evaluation and sets up a performance evaluation index system, which is of reference value to performance evaluation of the government in ethnic regions.
