摘要
建立起反映市场供求和资源稀缺程度的跨流域调水生态补偿制度,有利于建设美丽中国、推进生态文明建设。随着跨流域调水工程不断增多,政府都无法全部承受生态补偿的巨大投入,完全由政府投入也并非总是最有效率。跨流域调水生态补偿制度的完善,以利益协调原则、受益者补偿原则等为其指导思想。跨流域调水生态补偿制度创新的关键,是探索与市场经济相适应的生态补偿制度。横向财政转移支付、政府购买、水权生态补偿及灌溉者付费制度,都是跨流域调水生态补偿制度的重要组成部分。与此相适应,政府主导、市场调节和社会协商共同成为跨流域调水生态补偿制度的运行机制。
Establishing an inter--basin water transfer ecological compensation system that reflects the market supply and demand and the scarcity of resources, is conducive to building a beautiful China and promoting the construction of ecological civilization. With the growing number of inter--basin water transfer projects, no government can be all withstand the huge investment of ecological compensation, which means that fully funded by the government is not always the most efficient way.The improvement of inter--basin water transfer ecological compensation system is based on the thought of interest coordination principle and beneficiaries compensation principle. The key of the innovation of the inter-- basin water transfer ecological compensation system, is to explore an ecological compensation system in conformity with market economy. Horizontal financial transfer payment, government purchase, water rights ecological compensa- tion and the irrigators pay system, are all important parts of inter--basin water transfer ecological compensation sys- tem. To meet this requirement, the mode of government leading, market regulation and social negotiation has become a common mechanism for inter--basin water transfer ecological compensation.
