摘要
城郊农村经济发展水平较高,发展社区养老服务不仅具有老年群体的强烈现实需求,而且也有良好的经济条件和适宜的人文社会环境支持。但是,城郊农村社区养老服务存在供需之间不平衡的现象,反映了我国在养老服务领域的缺乏必要的思想准备和政策支持。要促进城郊农村社区养老服务的发展,首先需要对社区养老服务从理论和政策以及运行机制进行深入研究,在全社会形成一个科学的共识,消除对社会养老服务发展的思想障碍。其次,政府应承担推进和引导社区养老服务发展的责任。社区养老服务具有公共产品的性质,政府不仅要为此提供法律保障的环境,而且需要拿出相应的财政资金给予支持,并及时地总结城郊农村社区的经验,为更加广泛的扩大推广营造氛围。再次,从市场经济的效率原则出发,还必须充分利用家庭、社区、社会等各种资源,给农村居民提供多层次、多形式、多渠道的养老服务。最后,需要大力培养相关领域的专业人才。
Now the life of old people is a problem of social life. Under the background of special population scale and the continuous progress of urbanization in China, how to supporting the rural elderly is becoming the focus of the whole society. Suburb located in the integration areas of urban and rural, it possesses the double characteris- tics of the urban and rural areas. The aged of suburban areas is realistic demand for social endowment service. At these areas the aged have upper middle economic condition and can support the development of community service. But the supply and demand of community service for the aged in suburb are unbalanced, which shows the service is lacked of mental preparation and support of policies. It needs to solve the following problems to promote the devel- opment of the suburban social endowment service ： Firstly, a deep research should be done on the theory, policies and its system, so that people can know com- munity endowment service very well and mental load will disappear. Because the population structure is changing significantly and the ageing social is Rapid formation In China, people need to change their habits of thinking that family endowment is given priority. Secondly, the government should play a leading role, push the development of community endowment service and perfecting the legal system of social endowment service, building a dedicated the old act or the elderly welfare law. Community service is a public product, so government should provide legal pro- tection, financial fund and learn from the experience to improve and extend the service. The urban population has the right to get what they should enjoy rights of public service. Of course, the supply of public services must take account of the government financial support ability, lest cause the heavy debt burden on its back.
