摘要
自从上世纪90年代大学生村官计划实施以来,村官队伍逐渐庞大;但村官自身因素、基层环境及政策保障力等因素不断影响村官基层作用的发挥和留任意愿,村官流转问题正亟待解决。为此,本次调查通过对宁波市镇海区30名村官实地考察与访谈,探究影响其继续服务基层的因素。调查显示,村官愿意继续服务基层的只占46%。因此,村官服务基层的能力及意愿有待提高,村官计划的可持续发展仍需长期探索。
Since the implementation of undergraduate village cadre project in the 1990's, the number of this cadre team has been on the rise, yet such factors as individual factors of village cadres, environmental factors at this grass-root level and policy guarantee, etc. have affected these cadres to play their role properly and their willingness to remain in office. Therefore, the problem of their transferring is to be solved. The paper, based on the interview of 30 undergraduate village cadres in Zhenhai District, Ningbo, explores the causes that affect the willingness of these cadres to work in the rural areas. The survey reveals that only 46% of these cadres are willing to work there. Thus, both their ability as well as their willingness to serve at the grass-root level needs to be improved and the sustainable develooment of the oroiect also needs to be further studied
