摘要
在我国人口结构日趋老龄化的大背景下,为弥补我国劳动力不足和经济社会可持续发展,有必要出台适合我国的移民法律法规,为今后某一时期引入境外的劳动力资源和鼓励境外专业人才来华工作做好准备。依据我国经济环境和社会发展的需要,借鉴的各国移民经验,可以先行选择金融领域移民、不动产投资移民、创业移民和劳务输出移民等方面建立相应的法律制度。
In the context of China＇s increasingly aging population, it is necessary to issue immigration laws and regulations suitable for China to cover the upcoming labor shortage. It is for introducing outside labor resources and encouraging foreign professional talents to work in China in the future, which will enhance China＇s international competitiveness and promote the steady growth of the economy. Based on the demand of the economic environment and social development in China, China could learn the experience of other countries by initially legislating for programs such as immigration in the financial sector, real estate investment immigration, entrepreneurship immigration and labor service export immigration.
