摘要
近年来,随着对教育政策的研究从机械的文本解读延伸至对政策理解、政策执行、政策传导、政策实现、政策评估、政策修订等一系列有目的的动态过程,教育政策开始呈现出典型的动态特征。教育政策传导系统是从政策制定、执行到目标实现、评估反馈进而政策调整的全部动态传递过程,也是一个不断与社会环境、政策工具、宏观与微观客体等交换信息并具有反馈功能的开放系统。通过对构成系统的简单要素进行特征分析,对传导的路径和流程进行解析,从而对教育政策传导的机理展开研究和探讨。
In recent years,the research on the education policy has transformed from the inflexible interpretation on the text into the master of the dynamic process in the policy understanding,policy explanation,policy implementation and policy evaluation.Nowadays,education policy has taken on the typical dynamic characteristics.Education policy interaction system is not only the dynamic transmission process from the policy formulation,implementation,evaluation feedback even to policy adjustment,but also a kind of self-improvement system based on the social environment,macroscopic and microscopic objects.This paper aims to show the character analysis of the main elements in the process and thus provide the research on education policy conduction mechanism.
