摘要
高速公路工程项目建设规模大、施工周期长,受市场及政策因素影响,各种材料的价格变化较大.材料价格涨落和风险分担,直接影响施工单位的利益与合同期间的顺利履约.以往高速公路采用交通部招标文件范本调价公式以年为周期进行,简便易操作,但存在脱离实际工程、调价周期长、调差材料用量不准确、考虑不全面等缺点.本文探讨一种方便、及时、科学的材料价差调整方法,按季度或月实际材料用量进行材料价格调整,合理分解承包人和业主的材料价格涨跌风险,符合工程实际,承包人合理估算价格风险费用,提高投投标的竞争力,减少承包人资金压力,有利于业主的投资控制,使合同履约更为顺利.
Due to large - scale construction, long construction period, c highway material price is changed greatly. The risk of material price hanging change market and policy factors, generally, affects directly contractors' interests and contract performance. In the past, highway material price was adjusted as an annual cycle by price adjustment formula in tender document templates of Ministry of Transportation. Though that mode was easily to be used, it showed shortcomings of impracticable projects, long period of material price adjustment, uncertain amount of materi- al, one - sided considering. This paper discusses a simple and timely method of material price adjustment by quar- terly or monthly actual amount of material. The method can rial price change, also, help contractors to estimate the risk reduce reasonably contractors and owners risks of mate- cost of price. It not only improves tender competitiveness and reduces funding pressures, but also helps owners control investment and takes contract performance better
