摘要
中共十六届四中全会围绕加强中共执政能力建设,提出把建设更加和谐的社会作为全面建设小康社会的阶段性工作,把构建和谐社会的能力作为衡量党的执政能力的一项重要指标,并提出了社会管理创新的时代命题。和谐社会是社会发展的最佳状态和努力目标,创新社会管理是协调社会主体关系并实现社会和谐的重要手段。社会管理创新的关键在于体制创新和组织创新。作为非政府公共部门的第三部门将承担越来越重要的社会管理角色,它的发展利于缓解政府与社会间的张力,利于累积社会资本和宏扬社会主体文化,推动社会管理创新及和谐社会建设。
In regard to enhancing the Party＇s governance capability,the CPC＇s Fourth Plenary Session of the Sixteenth Central Committee sets constructing a more harmonious society as a stage of building China into a moderately prosperous country in an all-round way;sets the capacity of constructing a more harmonious society as an important indicator for weighing the Party＇s governance capability;and comes up with the proposition of social management innovation in the new era.Harmonious society is the best status and target of social development,while the innovative social management is an important way of coordinating social subject relations and achieving social harmony.The key to the social management innovation lies in institutional and organizational innovation.The third sector,as the non-governmental public sector,will play a more and more important role in social management.Its development will help ease the tension between the government and the society,and will be conducive to the accumulation of social capital and to promote the social host culture so as to push forward the innovation of social management and the construction of harmonious society.
