摘要
对于经济社会赖以生存和发展的一般物质条件——基础设施的建设有着重要的意义和深远的影响。但由于基础设施项目自身的特点决定了其投入选择范围的狭窄。文章通过我国对交通、环保、林业、农业、铁路行业和气象行业这六个行业基础设施的投入状况进行比较分析,尤其是从投入主体、投资规模、投资来源渠道和资金投向结构几方面进行分析。最终认为在完善法律制度、加强监管的前提下,可以更好地扩大投入主体或拓宽投资来源渠道,并引导资金投向社会效益更强的领域。
The construction of infrastructure is very important for any society and economy.Because of its own characteristics,the choice of building items in infrastructure is limited.The paper conducts a comparative research on input in infrastructure in transportation,environment protection,forestry,agriculture,railway and meteorological industry,including investors,investment scale,investment sources and directions.The paper concludes that investors and investment scale can be expanded by perfecting legal system and strengthening supervision.
