摘要
城市创新系统的运行机制是创新系统内创新要素间相互作用、有效融合的具体运行方式,是引导和制约各种因素的基本准则和相应制度,也是科技资源配置高效的重要保障。本文通过研究亚洲三个典型创新型城市的运行机制,为天津城市创新系统运营机制建设提出对策建议。
The operating mechanism of City innovation system is a specific operation mode of innovation elements in the innovation system to interact and integrate effectively,and it＇s the basic principle and regulation to guide and restrict all the factors and the important guarantee of allocating science and technology resources efficiently.In this thesis,after analyzing typical cities＇ innovation systems in Asia,the suggestion are given on building Tianjin＇s operating mechanism of city innovation system.
