摘要
城市创新体系运行机制是科技资源配置高效的重要保障。各国城市创新体系运行机制多样化的态势，使得我国各城市在构建创新体系运行机制的过程中，不仅仅要考虑长期的科技政策背景和导向，也要考虑到本市创新体系过往的历史和核心特征。通过研究纽约、伦敦和东京三个典型城市城市创新体系的特征和运行机制，揭示创新体系运行机制构建与发展的若干规律，进而提出制定适合我国城市创新体系运行机制的对策建议，成为一个既影响微观企业创新行为，又影响宏观创新型国家构建的重要课题。
Operation mechanism of city innovation system （CIS） is the base of the high efficiency of R＆D resources allocation. The differences of the operation mechanism in different CIS make the policy maker have to consider both the local S＆T background and orientation, and the history and the core characteristics of local CIS. Mastering the disciplines of building a successful CIS operation mechanism, by analyzing the operation mechanism of tipical CIS, is becoming imperious for both the innovation behaviors and building the innovative country.
