摘要
城市更新是新型城市化发展的重要推动力。一个既能兼顾各方利益,又能促进城市全面更新发展的制度安排,能够更好地促进地区的存量开发和城市更新工作。"三旧"改造是广东省探索节约集约用地提出的重大举措,其本质就是新时期的城市更新,核心是土地政策创新。研究在分析广州"三旧"改造社会经济背景、政策与实践评估的基础上,认为利益的再平衡以及政策激励是"三旧"改造的核心,指出2012年前广州"三旧"改造体现市场主动、效率优先,2012年后强调政府主导、综合绩效,并提出未来广州"三旧"改造的政策调整应采取"保证速度的基础上强调绩效"的思路进行政策优化,平衡好政府与市场的关系,增强政策的可实施性和公平性。
Urban regeneration is an important force in new urbanization.A comprehensive and pro-urban development system will promote built-up area redevelopment and urban renewal.'Sanjiu'(old cities,old villages and old factories) redevelopment is an important approach of Guangdong compact land use policy,and its essence is land institution innovation.The paper analyzes Guangzhou socio-economic background,policy and practice evaluation,indicates benefit balance and policy incentives are the core of 'Sanjiu' redevelopment.Before 2012,the work stresses market dominance and efficiency;after 2012,it stresses government dominance and comprehensive performance.The paper suggests Guangzhou 'Sanjiu' renovation adjustment guarantee first speed and then performance,balance government and market relationship,and stress policy implementation and fairness.
