摘要
在考虑到时间效应和空间异质性问题基础上,本文利用空间变系数模型中的地理加权回归模型分析中国31个地区外商直接投资对区域创新的影响。研究结果表明:滞后一期的区域创新对当期的创新起到了明显的促进作用,并且西部地区时间滞后效应更为显著;研发投入弹性系数同样在西部地区较大,应加大对西部地区科技创新资金投入力度,同时实施和扶持优待西部地区创新政策,政策应向西部地区倾斜;地理加权回归模型结果显示外商直接投资对区域创新的弹性系数在地理空间上明显分成三个地理集聚区,即东部、中部和西部三条地带。因此,东部地区仍然要加大外资引进力度,但是要提高引进外资的质量,西部地区应该获得更多的优待政策和开放政策扩大吸引外资投资的范围,不断提高西部地区的创新水平。
Taking into account time period lagged effects and spatial heterogeneous effects, we analyze impacts of FDI on regional innovations at provincial level in China's Mainland by using geographically weighted regression (GWR). The finding shows that the term of lagged variable for regional innovation contributes ap- parenfly to the current term of innovations in whole country, and more obviously in west. The elasticity value of R&D with respect to innovations is also bigger in West, indicating China's governments should not only cast more money regarding R&D in this area but also implement prior policies so as to enhance its innovation capa- bility. Results estimated by GWR disclose that it can be classified into three clustering areas over space in terms of the elasticities of FDI, east, middle and west. Based on estimates, the east should focus much on FDI imported for in - house innovations, especially on advanced investments. The west needs to be financed by China's central government and local governments to expand the scope and fields for more varieties of invest- ments abroad and enhance its capability of innovations.
