深入分析松花江流域水利发展面临的新形势和新要求,科学定位流域综合规划修编的主导思想,立足于与经济社会发展要求相适应,准确把握松花江流域综合规划修编工作重点,全面提高流域防洪安全、供水安全、粮食安全和生态安全保障能力,开创松花江流域水利发展新局面。
The new situation and requirements is analyzed deeply for the water conservancy development of Songhuajiang river basin to locate scientifically the dominant ideology of the revision of basin comprehensive planning.Based on the adaptive requirements between the planning and the economic and social development,the key work of the planning revision is grasped accurately.The implementation of the planning would improve the support capabilities of the flood control security,water supply security,food security and ecology security and create the new situation of water conservancy development for Songhuajiang river basin.
