摘要
中国公共部门人力资源管理存在理念陈旧、弹性管理缺乏、不合理的教育体制与相关政策制约着人力资源投资等问题。从人本理念的角度对人力资源管理现状进行审视,必须从招聘、培训、绩效考评、激励机制、法治规范等方面进行改革,方能推进中国公共部门人力资源管理的发展。
Problems exist in China's human resource management of public sectors, such as outdated concept, lack of flexibility in management, unreasonable education system, the restricted investment in human resources by some related policies, and so on. Viewing and examining the current situation with the people-oriented concept, the recruitment, the training, the performance evaluation, then incentives, the legal norms and so on need to be reformed, thus to promote the development of China's personnel management of public sectors.
