摘要
20世纪80年代以来,西方发达国家先后开展了“新公共管理运动”,其中政府人事制度改革占据着重要地位。本文在分析政府人事制度改革原因的基础上,对政府人事制度改革的模式进行了探讨,并对美国、日本和中国三个国家的公务员制度改革的情况进行了比较研究,阐述了政府人事制度改革的十大发展趋势,并提出了相应对策。
In the 1980s, the "new public management movement" started in western developed countries. During the process, the government personnel system reform has been occupying important status. This paper studies the reason and background of the government personnel system reform, discusses the experience and pattern of government personnel system reform, compares the civil servant regulations reforms in America, Japan and China, and analyzes ten major developing tendencies of the government personnel system reform, and its significance to Chinese civil servant regulations reform.
