摘要
通过对环境监理与工程监理在产生背景、主体单位、工作目的、工作依据、工作范围、工作内容、工作方法、组织协调、人员要求和人员及机构管理等方面异同比较分析,指出了环境监理在实践中存在问题。并立足于两者的异同,分析比较了目前环境监理采取的包容式、独立式和结合式三种模式,阐明独立式环境监理模式值得推崇。同时对我国环境监理发展方向提出强化环境监理的法律地位,推进环境监理人员培训和机构资质管理工作,探索行业化环境监理发展的建议。
In this paper, the differences and similarities of environmental supervision and project supervision were analyzed in respects of background, main unit, work objectives, work scope, work content, working methods, organization and coordination, personnel requirements and personnel and institutional management and so on. The problems in practice were put forward. Based on the differences, the three existing modes of environmental super- vision, that were inclusive mode, detached mode and combined mode, were compared, and detached mode was given for recommendation. Strengthening relevant laws and regulations as soon as possible, actualizing national en- vironmental supervisor training and unified management of environment supervisory agencies and exploring indus-trial environmental supervision are important measures to develop environmental supervision.
