摘要
"农业瓶颈"和"工业瓶颈"是制约新一轮城镇化进程的两大因素。推进新型城镇化进程的着力点是农业现代化和工业领域的产业创新。就当前而言,新一轮的城镇化绝不是新的经济增长点,而是新的经济增长点,即农业现代化和产业创新的产物。如果误判这种因果关系,则必然会误导政府决策,导致新一轮的造城运动,从而使城镇化偏离全面建成小康社会的目标。
'Agriculture Bottleneck' and ' Industrial Bottleneck' are two factors that hinder the new round of urbanization process.Therefore,agriculture modernization and industrial innovation in industrial areas are the focus of the advancing process of the new type urbanization.As to the current situation,the new round urbanization is not the new economic growth point.However,the new economic growth point is the production of agriculture modernization and industrial innovation.If the causal relationship is mistaken,the government decision will be misled to induce a new round city building movement,which will make urbanization deviate from the goal of building well-off society in an all-round way.
