摘要
为了避免现行的"交巡警分离"模式下的执法漏洞、效率低的弊端,需将交巡警合一,为此需要在市区的交通要道设置交巡警服务平台。在警务资源有限的情况下,如何根据城市的实际情况设置交巡警服务平台、分配各平台的管辖范围、调度警务资源是警务部门面临的一个实际课题。为了解决这一问题,本文建立了辖区分配模型,快速封锁模型、围堵模型,以全封锁时间最短和总时间最短为目标,实现多目标优化。最终给出合理的调度方案。
In order to avoid the enforcement loopholes and low efficiency drawbacks in the existing "Traffic Patrol separation"mode, traffic patrol needed to be unified, so the traffic patrol platform must be set in downtown traffic arteries. In the case of police resources limited, how to set traffic patrol platform, distribute the jurisdiction of each platform and control police resources according to the actual situation is a practical issue faced by the police department. In order to solve this problem, article established area allocation model, fast block model, the containment model, put the full blockade time shortest and the total time shortest as the target, achieved multi-objective optimization. Eventually the article gives a reasonable scheduling scheme.
