摘要
交巡警服务平台具有刑事执法、治安管理、交通管理、服务群众4大职能，合理设置交巡警服务平台，分配各平台的管辖范围，调度警务资源一直以来是警务部门面临的实际课题。针对某市设置交巡警服务平台的相关情况，以出警时间尽量短、工作尽量均衡等为目标，建立系列多目标规划模型，解决了该市交巡警服务平台管辖范围的划分问题，给出了封锁指定区域的快速封锁方案，以及如何增加设置巡警服务平台的方案。最后，针对突发重大刑事案件，给出了对犯罪嫌疑人的围堵方案。
There are four functions of the traffic and patrol police service platform, which include criminal law enforcement, public security management, traffic management and masses service. Reasonably setting traffic and patrol police service platforms, allocating the jurisdiction of the platform, and dispatching police resources are always the practical problems that the police depart- ment faces. According to the relevant circumstances of the platform setting, a series of multi-objective programming model is con- strueted for the targets of short platform-leaving time, mean work load, etc. Using the model, the.problem of dividing jurisdiction for traffic and patrol police service platform can be solved, the blockade program of blockading designated and the method about how to increase the platform are given. Finally, for sudden major criminal cases, the containment scheme about how to encircle the criminal suspect is given.
