基于Global-Malmquist-Luenberger指数的中国水资源全要素生产率增长评价 被引量:22

Water Resource Total Factor Productivity Efficiency in China Using the Global-Malmquist-Luenberger Index

摘要 基于省际水足迹和灰色水足迹等的面板数据,本文利用带有"非期望"产出的数据包络分析方法,通过Global-Malmquist-Luenberger指数测度了1998年-2010年中国31个省、区、直辖市的水资源全要素生产率增长并分解为纯技术效率变化、技术进步和规模效率变化。研究发现:①不考虑非期望产出的水资源全要素生产率增长高于考虑非期望产出的水资源全要素生产率;②非期望产出情况下的水资源全要素生产率增长明显具有正的空间集聚现象,且非常显著;③中国31个省、区、直辖市水资源全要素生产率增长主要源于技术进步,纯技术效率和规模效率出现恶化,波动变化都很小。在此基础上对中国水资源利用效率健康发展提出了相应的政策建议。 Water ecological deterioration and the shortage of water resources will increasingly restrict China's sustainable economic and social development. The key to resolving this problem depends on controlling water pollution and improving the efficient use of water resources. Total Factor Productivity, also known as the Solow residual value, measures the productivity index of the total unit input of production. The Malmquist-Luenberger index based on the data envelope analysis model (DEA) is a useful tool to properly assess the growth of water resource total factor productivity under water pollution conditions. Here, we build on this method and employ a Global-Malmquist-Luenberger index and compose it to pure Technology Efficiency Change, Technology Progress and Scale Efficiency Change. Using panel data for provincial water footprints and grey footprints, the growth of water resources total factor productivity efficiency for every province in China from 1998 to 2010 was measured. The results show that water resource total factor productivity efficiency change is 9.87% , higher than the unexpected output 3.17% . The highest growth in water resource total factor productivity efficiency centers on developed regions and is driven by technical progress. The growth of technical progress considering the unexpected output is 4.02% , which is lower than the case without regard to the unexpected output 9.82% . Based on these findings we discuss relevant policy changes for the healthy development of China's water resource efficiency.
