环境约束下中国火电行业全要素能源效率实证研究 被引量:3

Empirical Research on Total-Factor Energy Efficiency of China′s Thermal Power Industry under Environmental Constraints

摘要 采用非参数的Malmquist-Luenberger指数方法对中国30个省份2000~2008年火电行业考虑SO2排放的全要素能源效率增长及其成分进行了测算。结果表明:考虑环境约束比不考虑环境约束的火电行业全要素能源效率增长率要低很多,主要是因为考虑环境约束后,技术进步的增长出现了明显的降低。从分地区看,东部地区或煤炭资源丰富省份火电行业的全要素能源效率较高,而中西部地区和煤炭资源匮乏地区火电行业全要素能源效率较低,说明资源禀赋和经济水平对火电行业全要素能源效率有重要影响。 The increase and composition of the total-factor energy efficiency, taking SO2 emissions into account, were measured for the thermal power industry during 2000--2008 in the 30 provinces in China by means of nonparametric Malmquist-Luenberger index method. As the result shows, the increase rate is much lower if environmental con- straints are considered, because in this case the technological progress declines remarkably. From the perspective of regions, the total-factor energy efficiency is high in the eastern regions or the provinces rich in coal resources ; howev- er, the total-factor energy efficiency is low in the central and western regions or the provinces short of coal resources. Therefore, it is indicated that the natural resources endowment and economic level have great influence on the total- factor energy efficiency of the thermal power industry.
