摘要
选取75份老年服务制度作为样本,采用內容分析法对我国图书馆老年服务制度设计的表现形式和规范对象、分布差异及文本中体现的服务定位、服务目标、服务原则和服务方式进行剖析,发现存在的问题,提出完善思路,即确立积极老龄化的指导思想,转变思维观念;增加实践调查,倡导全局视野;充实制度内容,明确服务标准;完善配套制度,建立健全实施机制;建立制度评估机制,推动制度修订。
Based on 75 samples of services systems to older adults in public libraries, this paper analyzes their design features of manifestation, specification object and distribution difference, and content features of service positioning, goals, principles and methods with content analysis method. It points out the problems, and makes suggestions which are establishing the guiding ideology of active aging and transforming thinking pattern, increasing practical investigation and advocating macro vision, enriching system contents and defining service standard, perfecting supporting system and improving implementation mechanism, and establishing evaluation mechanism and promoting system revision.
