摘要
能源产业政策对于促进能源产业发展、能源产业绿色技术创新具有重要作用。基于2000—2021年中国内地31个省份的能源产业政策以及能源绿色技术专利等数据,利用关键词提取和政策力度的方法量化分析能源产业政策,并建立双向固定效应和门槛回归模型,分析政策对企业绿色技术创新的影响。研究表明:能源产业绿色政策侧重点依次为细节指导、顶层设计、体系建设与管理,政策力度也呈现出阶段性变化。与之相对应,能源产业在政策力度适当时发展较快,继而增强企业绿色技术创新意愿。双向固定效应模型证实能源产业绿色政策对绿色技术创新的影响不具有滞后性。门限回归模型进一步证明了在政策力度适中时,政策力度会对企业绿色技术创新产生激励;而超过门限值后,会显著抑制企业绿色技术创新的意愿。因此,应该强化绿色政策顶层设计,关注政策落地;加强政策内容的导向作用;同时合理安排能源产业绿色政策力度,合理匹配政策内容与政策力度,加强企业绿色技术创新意愿。
Energy industry policy plays an important role in promoting the development of energy industry and green technology innovation of energy industry.Based on the data of energy industry policies and energy green technology patents of 31 provinces in China's mainland from 2000 to 2021,this paper quantitatively analyzes the energy industry policies using the methods of keyword extraction and policy strength,and establishes a two-way fixed effect and threshold regression model to analyze the impact of policies on enterprise green technology innovation.The research shows that the green policy of energy industry focuses on detailed guidance,top-level design,system construction and management in turn,and the policy strength also shows a stage change.Correspondingly,the energy industry develops rapidly when the policy strength is appropriate,and then enhances enterprises’willingness to innovate green technologies.The two-way fixed effect model confirms that the impact of green policies in the energy industry on green technology innovation does not lag behind.The threshold regression model further proves that when the policy strength is moderate,the policy strength will stimulate green technology innovation of enterprises,and when the threshold value is exceeded,the willingness of enterprises to green technology innovation will be significantly inhibited.Therefore,we should strengthen the top-level design of green policies and pay attention to the implementation of policies;strengthen the guiding role of policy content;at the same time,we should reasonably arrange the green policy strength of the energy industry,and reasonably match the policy content and policy strength to strengthen the green technology innovation willingness of enterprises.
