摘要
耕地作为一种自然资源,除了具有经济功能,还具有生态功能、社会的功能和可持续利用功能。长期以来,耕地资源的非市场价值被忽视,没有形成耕地资源价格补偿机制,这对于实现我国粮食安全而言,不利于调动粮食主产区农户从事粮食生产的积极性。在广泛借鉴现有研究的基础上,运用CVM法对辽宁省葫芦岛市城乡居民的调研,具体对其耕地资源的非市场价值进行了评估,结果表明:城乡居民的耕地保护意识较强;参与耕地保护活动的比率较低;城乡居民对耕地利用外部性的认知差距较大;2010年葫芦岛市单位面积耕地的非市场价值为29243.43元/公顷(即1949.56元/亩。)
As a kind of natural resources, cultivated land resource （CLR） not only plays economic function, but also does ecological function, sociological function and sustainable function. For a long time, the non-market value of CLR is neglected and the mecha- nism of CLR price compensation has not been established, which is disadvantageous to motivate the farmer＇s incentive of producing the grain for achieving the grain security in China, especially in major grain producing areas. Based on drawing broadly lessons from the existed new literature reviews, the paper assesses the non-market value of CLR in Huludao city by a field survey using CVM. The results showed that, （1） the urban and rural residents have realized the importance of protecting the cultivated land is strong; （2） the rate of participating the cultivated land protection activities for urban and rural residents is relative low; （3） the cognition of cultivated land use externality between urban and rural residents is relative bigger; （4） the non-market value of CLR per unit area in Huludao city in 2010 is 29243.43 yuan per hectare （1949.56 per mu）.
