摘要
大蒜是中国蔬菜出口额最大的一类产品,同时,大蒜产业一直是中国的出口优势产业,但是近年大蒜价格过山车式的波动,使得大蒜产业面临新一轮危机。首先,对中国大蒜产业国际竞争力进行测评,运用国际市场占有率(IMS)、贸易竞争力(TC)指数和显示性竞争优势(RCA)指数指标体系,从动态分析上测算中国大蒜产业国际竞争力的变化趋势,从静态分析上,与世界大蒜出口量前5位的国家进行对比,把握中国大蒜产业国际竞争力的强弱程度。其次,从大蒜价格暴涨暴跌、国际贸易壁垒升级、国外市场需求萎缩、产品深加工率低以及出口管理与竞争无序等方面分析了竞争力的影响因素,最后,提出适时进入期货市场、提高深加工率及产品质量以及强化政府管理职能等稳固和提升中国大蒜产业竞争力的政策建议。
Garlic is the largest category of China's vegetable export value, meanwhile, garlic industry is China's export competitive industry, however, the roller-coaster fluctuations in the price of garlic in recent years made China's garlic industry face new crises. Under such background, firstly, the level of international competitiveness of China's garlic industry was calculated by index systems, including international market share, trade competitive index and revealed competitive advantage index, not only the tendency of international competitiveness of China's garlic industry was estimated by dynamic analysis, but also the degree of international competitiveness of China's garlic industry was held by comparing with top 5 garlic export countries in the world by static analysis. Secondly, factors influencing competitiveness were discussed, such as soared and slumped price, upgrade barriers to international trade, shrinking foreign market demand, low product deep processing rate, disorderly competition and export management, etc. Finally, some policy suggestions were put forward, such as getting into futures market timely, improving deep processing rate and product quality, and strengthening government management functions, to firm and enhance international competitiveness of China's garlic industry.
